Barbara C. Wingo
Barbara C. Wingo is Associate Vice President and Deputy General Counsel at the University of Florida, where she also holds the position of Adjunct Professor of History. She received an A.B. with great distinction from Stanford University, an M.A. and Ph.D. from Tulane University, and a J.D. cum laude from Southern Methodist University. Dr. Wingo joined the University of Florida Office of the General Counsel in 1983 and is admitted to practice in all state courts in Florida and Texas and the following federal courts: the Northern and Middle District Courts of Florida, the Eleventh Circuit Court of Appeals, and the United States Supreme Court. She has practiced in all areas of higher education law; currently, her primary areas of practice are conflict of interest, administrative law and proceedings, constitutional law questions, records and open meetings issues, intellectual property, research, tenure and other issues affecting faculty members, and shared governance. She serves as the Chair-Elect of the Government Lawyers Section of the Florida Bar and is a member of the Education Law Committee and an inaugural member of the Education Law Certification Committee of the Florida Bar. In addition Dr. Wingo is a member of a number of other legal and history organizations as well as being a frequent lecturer at various institutions and meetings. She is Board Certified in Education Law and Board Certified in State and Federal Government and Administrative Practice.
